Wild looking ship! Speaking as an ex Coast Guardsman, that one is a hoot.

That kind of sail is used to either :

1. balance windage. That ship has all kinds of forward structures. Think of them as big sails. A cross wind would keep pushing the bow off in the direction of the wind. That jib back there is sized to provide similar windage at that end, and that would make ship handling a lot easier.

2. to maintain an angle to the wind .... sort of like the tail of a weather vane.
