They might not be mining at all but aiding or providing manpower to either SL or Angola governments through Executive Outcomes/Sandeline with mercaneries and/or weapons. This could net them more concessions or even a partnership with the country/countries. Mining or sampling would not constitute a halt in my opinion. I believe either SL/Angola/Canada government requested they halt the stock so the true story would not have to be revealed until any of the governments felt it was not a security risk. If that is the case, then unhalting the stock could take a while since neither war has ended or is close to ending, although the SL war could be taking a turn for the better in March/April.
