i have win95. these instructions may not apply for win98.

after you follow the clickstream i gave you, eagle, you find yourself on a dialog called "internet properties". are you there? if you are, the general tab is one of 5 or 6 tabs at the top. i think that you just start out on the general tab by default. so, once there, you'll see the "links" panel in front of you.
