WASHINGTON, Feb 7 (Reuter) - The Federal Communications Commission on Friday dealt a blow to Ameritech Corp.'s bid to enter the $80 billion long-distance phone business, saying it would refuse to consider key evidence submitted by Ameritech as part of its application.

Under the new telecommunications act, Ameritech and the other regional Baby Bells must prove to regulators that they have opened their local phone monopolies to new competitors before gaining access to the long-distance market.
