I live in Michigan and I pay 8.9 cents/min for interstate calls and 8.5 cents/min on intrastate calls. No monthly fee. Calls charged at 6 second increments. 24/7. I've also have an 800 number for no additional charge. When I call home from out of state I pay the 8.9 and when I call home from inside the state, I pay 8.5. My service is with Unidial and they use Worldcom/WilTel lines. So far, I've been happy with my service... but there are even better rates out there now. I'll be checking them out soon. Let me know of any better phone deal that you might find....
