UPCOY options question

Not being familiar with options (options start on UPCOY on Monday 3/1/99), I was wondering if anyone here could tell me if share price usually goes up, down, or is not affected when options are offered on a company?

Also, is there a certain time period from IPO as to when an underwriting company like Goldman Sachs cannot issue their views on a stock (i.e. strong buy, buy..)? I would imagine there would be in effort to minimize stock manipulation but am not 100% sure.
