Auric, this ruling does NOT affect the e-tailers.In fact, the comments that accompanied the ruling confirm that the ESP exemption STICKS. As long as the ISP's are exempt from local access fees(this is known as the ESP exemption), the revolution is on "GO" . This ruling will affect some of the CLEC's who have been receiving reciprocal compensation for terminating Internet calls from RBOC's. It was a nice cash cow for those CLEC's nimble enough to take advantage of this temporary loophole. But the party is now over. Short the CLECs ;-). Leeza Rodriguez
