Possible reasons

1.They changed the process.
2.They have more data about the process than before when they had to decie. They went into the .25 process quickly. This is my favorite guess.
3. They did lower voltage in earlier parts before because they were more worried about temperature than now. They may have been afraid speed a high temp. would be too bad. Subsequent fixes may have changed their mind. Again they have had a year to see where they really were in .25

IBM guys do not take a joke. They know AMD better than anyone on this thread. Hewlett Packard is going to be asking tough questions as well. Have you ever dealt with these quality assurance guys?
