c.p,let me think out loud until expert help arrives.
win98 manual says you must use all PCI video cards to get your 9 monitors. Others have worked around this however. If you have other PCI cards, either single or multi try and pull the AGP card, go into Setup, (ROM,PCI/ISA BIOS) arrow down to, Init Display First, Page up/page down and change this from AGP to PCI.

I went thru' same experience trying to add 3rd. monitor with AGP first. Didn't work for me. Got BSD. gave up, re-installed win98, living happily everafter. It can be done however. Read back couple hundred post am sure you will find it.

You do have your win98 boot disk?
