As I think about it you're probably right about that. But if the charges were imposed upon the systems providing the alternative connections, would this money then be transfered to the Telcos. The're the ones who are saying they need the additional money to upgrade their systems. But on the other hand if they were not providing the service anymore why would they need the upgrade? I seem to be running in circles with this. ace
