I'll answer for Anthony since I grilled him on it over the past few days. 25% means to only put 25% of the total amt. that you have allocated for any one stock pick...on that stock at that time. Of your total portfolio, a 100% position on a stock should not be more than 8% roughly. Somewhere from 5-8% of total portfolio. So, 25% would be 1-1/2 to 2% of your total portfolio. Averaging in....always careful....leaving you happy so you can sleep.
