I think the worker checking bags as you leave is a standard practice at CPU's. However, the one locally is an older, grumpy looking man who can stand there, watch you as you pay for your stuff at the check out 10 feet away, and still have the nerve to stop you and check your receipt. As you say, the check out operation is not very consumer friendly.
