It's reg S shares - foreign finance company buying stock at a discount price, not allowed to sell it for 3 months. This "feature" is used by companies that cannot get funded in more normal ways. Due to further regulations in such a deal, it is often connected with a pump from companys side, in order not to have to pay extra to the foreign "partner". So IMO these stocks are in the float.
