Ken, i'm not a lawyer, so not on sure ground, but I feel if the GAO
protest fails, we, the stockholders have a case against the army
for inviting us to spend huge sums of money developing and bidding
for ACWA within bid rules that were simply ignored by ACWA when it came to decision time!

Do you have any legal background? whats your thoughts on this?
