Ali, don't forget, WinStar got most of their US licenses from the government for free. They were still receiving free licenses from the government last year, and still have some open applications with the government for yet more free licenses. These will most likely get granted shortly (just guessing, but I think most other applications have been granted). In any case, their outstanding applications will have to get addressed shortly before plans for the auction get too far along.

So maybe there is such a thing as a free lunch.
