When I was with IBM I dealt with Schwab all the time. They were an IBM mainframe shop at the time and I believe they still are. I read that the problem they had last week was that they installed a new mainframe and then misconfigured it, an operational error on their part. My guess is that they continue to be hit by huge spikes in demand at certain times of the day (like everyone wanting to sell the PC stocks this morning again <ggg>) that they are having trouble handling....
