Here's whats happening at one small E & P company (Wiser Oil), from press release of 2/26/99: "1999 capital spending for E & P development is currently estimated to be $2.7mm vs $40mm for 1998" (and the $2.7mm is a result of prior commitments). "No U. S. drilling is planned for Q1 1999"
