Why is there no Fowler on punctuation? Or is there one I don't know about?

I was taught, by one who was a very competent grammarian, that the period goes within the quotation mark even when the logical form of the message would indicate that it should go outside. I fought this battle with my teacher and lost. Is there an authority I should have known about 30 years ago who would have assisted me to victory? If not, I will continue to believe that the period goes within the quotation marks every time. Period.
