Doug,

I think you are reffering to an age old issue of bridging (layer 2) vs routing (layer 3) functionality.

By having many links "share" a connection, the operator can't limit broadcast storms to affect all users. By introducing routing, bandwidth hogs can be controlled, without affecting other users' performance.
Other problems that the cable operators are having will be overcome when the capacity of their ISP (@Home in most cases) increases, and when routing can occur at the head-end. This will make the service scale and performance will be restored.

The size of the pipe to the home is irrelevant if the pipe to the internet isn't big enough. Remember the number one rule of building a network:

You're only as fast as your slowest link !!
