My understanding is that Hackborn very much likes living in Boise and working from an office above an old car dealership. He had no interest in moving to the bay area to run the company. Also, given his distaste for money losing operations, I don't think he could have stomached most of the computer divisions.

Regarding the $$$$ package. From what I've seen, HP pays its top executives about half industry average for companies its size (and has done so for quite a while). Also, its option grants are relatively meager. I think an outside candidate will require at least average comp for the position, probably more, due to its high profile nature. Rather than a massive salary, I'd expect a huge option grant like Gerstner got (maybe a million shares, or at least half a million). This will be very difficult given HP's culture (FWIW, I worked there for 6 years in the late 80's and early 90's) and its board.

The package the SGI CEO got is a good example. I heard it was roughly three times Lou Platt's annual comp.
