Here is another drawdown factor - refinery shutdown for 30 days - <<Tosco Stands Down Avon Refinery STAMFORD, Conn., March 2 /PRNewswire/ -- Tosco Corporation (NYSE: TOS - news) announced today that it is taking a shutdown at its Avon Refinery in the San Francisco Bay area while it conducts a thorough safety review, following a fatal fire at a processing unit on February 23. It is expected the stand down will last at least 30 days.
