Since I am an avid gun owner and collector you lost my interest when you mentioned that Glock has the safety in the clip (or more correctly " the magazine") you may know about Govt procurement proceedings but not about guns. By the way most departments would probably choose a Glock simply because it is the easiest to use... the safety is on the trigger. No buttons or switches just point and click. They do present a problem if a criminal removes one from an officer.
