Mark, very true... The radio congestion alone from all of the position reporting would be enough to cause most of the delays. The biggest fear that I have is that the FAA would "fall back" on the distance/spacing regulations governing arrivals and departures in and out of most of the busier airports. Several years ago, under protest the FAA controllers began issuing the regulatory spacing requirements and it nearly shut down the air traffic system. Regards.
