Char -- Don't know much more than I wrote. Just shot by my ear. But there may be some governmental compulsion to invest in the bonds. The whole idea seems to be that India doesn't feel it can afford the foreign exchange outflow. Gold at $32/oz.? Nah, the government would never...er, never mind. You gotta be righter than me.
