Robert Bork has proposed all kinds of solutions to msft, the worst of which (for msft) I thought was his proposal to break the company into 3 separate but equal entities - each of which sold windows and the apps. I had never heard of that approach, I think most expected the OS and apps divisions to be broken up if there was a breakup. Anyway I never heard anything about regulating prices. All of Borks solutions would be windfalls for msft investors imo.
