The attempt to impose monotheism on Egypt failed, and occurred after Egypt had been unified.
Medieval Europe was full of elected officials, from mayors to kings to emperors to Popes. It also saw the rise of embryonic parliaments, particularly in England and France. Remember, the Magna Carta, traditionally regarded as the foundation of British liberties, was signed in the 13th century,and was supposed to bind King John to upholding customary rights. How these precedents came to evolve into democracy as we understand it is complicated, but the point is that it occurred in a predominantly Christian culture, rather than among pagans.
