Exactly. My next door neighbor had a broken down car on his property for some time. I didn't call the gov't to pass a law to make it illegal. I spoke to him, and explained that I wasn't pleased with the look. I felt it devalued the area. He got offended, so I offered to buy it from him for $150. Being more than it was worth, he took it. For $150, I improved the look of my community by much more.
Another fellow wouldn't cut his grass. Some people wanted to pass a law about the length of grass....I spoke to him about it. He cut it.
If a brothel opened next door, I would speak to others in the area. If the general consensus was we felt it was a devaluation of our property, we could approach the owner and see if a viable solution was possible to make everyone happy.
