The best candidate would be IBM. They have the process technology to compete (or beat) Intel and vast technical resources including CAD tools and systems engineering. And they could write out the check to buy all the outstanding stock.

The real question is: "Does IBM want to take on all the headaches or just continue on as a technically brain dead giant that is, once again, making tons of money?" My guess is that they don't want the hassles.
