I bet part of the reason they weren't more aggressive with their IA-32 development is because they didn't feel the need to. When they began development of Merced, they probably didn't see any serious potential competition to their P6 family of processors. When did they start to work on Merced? When the K6 came out or before that? Now, AMD has a processor that can run neck to neck with Intel's most powerful processor, and they will have a processor that will be more powerful than anything Intel offers for some time.
