The federal courts in Texas do not seem to post their dockets online; therefore, I cannot determine in which court the IDC-Ericy case is pending. For some weird reason I could not connect to Lexis this morning to try to find the case. However, you state the cause number as "3-93CV1809-H". The letter at the end designates the court. I believe there are only four judges in the Eastern District of Texas, so the letter H would indicate that the case is in a district with eight judges, most likely in the Northern District of Texas. The Northern District (Dallas) has a much higher case load, and it has had at least one vacancy on the bench until recently, so it's not moving cases as quickly. There are so many reasons for why a case does not move, it is hard to express an opinion, but obviously the parties are not pushing to move it. Because of the market forces and the impact on 3G, Qualcomm had an incentive to move the Ericy patent suit as quickly as possible.
