Not enforcing vigorously is the same as not enforcing it. Besides, that's what we have now, and I hardly think it is an effective method of dealing with the issue.
In Nevada, the state is clean, healthy, and making money. While you know where the sex areas are, they aren't as dirty and grimy as in NYC. Here, they have been driven "underground" (funny term, considering it's everywhere), but it spreads disease, costs money and is a general eyesore.
