I have no idea about the brothels, of course, but the sex businesses that are visible on, say, 8th Avenue are not underground at all, and they are still dirty and grimy. I deny that not enforcing vigorously is the same as not enforcing. It is all a matter of the allocation of resources. Do you think that because most people get away with speeding, those laws are not enforced? And I know in my case that I would go even faster on some occasion if I were not afraid of drawing attention to myself, and ending the tolerance. Even lax enforcement discourages reckless excess.
