Prostitution is hardly the same as speeding. To stop speeding requires an overwhelming amount of manpower and time.
Prostitution is more easily controlled. I watch cops laugh at the pro's turning tricks, and they walk away. So, essentially, no vigorous enforcement of something that is easily enforceable IS the same not enforcing it.
However, the sex business is essentially an underground business, even where you are claiming it isn't. Its visibility is more to the point that I am making than yours. It is simply a lack of desire of the police to enforce the laws. Since they don't enforce them vigorously, no money is invested to keep the businesses clean and have the "fit in". Rather, they KNOW cops may show up once in a blue moon and shut them down. SO, no money is spent on the physical plant, and they make themselves highly visible to promote as much traffic as they can before the vice squad shuts them down for a week.
It is a vicious cycle that is very costly to taxpayers and the "morally upright".
