If they are pulling in all that extra cash under the table, they should remodel... I don't live in New York, nor do I follow the crime columns to that extent, so I'll have to take your word that they all get shut down periodically. Then why do they reopen? Guiliani is a great mayor. Period. Besides, it is incredibly offensive to use that term in this context... The beat cop serves a useful preventive function, and it is no big mystery to me why he would not wish to spend all of his time down at the station booking prostitutes and their john's. And while you are right that there is a greater problem with speeding, how often have you driven long stretches of highway, everyone happily going 10 or 15 miles above the limit, with not one car being stopped? Resources are too constrained even for this, and so I am not surprised that they are not too constrained to track down every whore in the city.
