Sorry, JDN: We disagree. I think GTE and Litton see some major procrastinators out there, and they have put the mechanism in place to charge premium prices for quick service. We're looking at emergency budgets now - city managers screaming at bureaucrats and that sort of thing. I'll bet they already have the target clients lined up. After all, these guys know by now who has prepared and who hasn't - a hidden value of that database. TAVA gets the benefit of the telecommunications contacts at the back end of this deal; the cash is at the front end.
