This pattern of a price drop while waiting for some expected event seems to be irrational to me unless someone has some inside information. Perhaps the legislature is contemplating some new moves to prevent drilling (I have absolutely no reason to believe that at this time). Anyway, the previous high of $4.50 was last April (1998) so it'll be interesting if that high is wiped out before it expires. I suppose that is not really likely, but it may be close.
