Common decency is a learned thing that people get from family. It is not the gov't role to teach decency.
Look at how much decency our gov't (ostensibly the best in the world) has been able to promote...very little. Yet, with all its appeals to "promoting decency", they have accomplished little. Temperance was a disaster. Drugs, legal at the turn of the century and causing very few problems, were made illegal and now threaten to tear our youth to pieces.
What you plead for is impossible. Name a single country that has attempted this sort of "moral government" and succeeded. Many have tried. All have failed.
Religion/God/morality are not political tools. That is why Jesus wanted little to do with the politicians. He recognized the inability of His world to interact properly with the world of politics.
