The rights volume matters because as of 021799 shorts were short 2
million + rights. They were attached to the common that was shorted.Those rights go to the people who bought their shares from shorts.

BTIM issued 10 million rights. With over 2 million shares short, there are 12 million shares that as of 021799 were entitled to have rights delivered. This is why the rights volume matters to determining the shares available in the oversubscribe. The oversubscribe first covers rights not exercised, and then an additional 250,000 shares.
