You do not need institutional support to achieve $14 on an internet stock with only 3M shares outstanding. All you need are some daytraders and MMs who have made millions trading EBAY, AMZN, etc. to look for and start playing another internet stock. As you say, with only 3M shares outstanding, it wouldn't be hard to daytrade this one up to $100+ if it looks like it has potential. I think you underestimate the power of the US daytrading community, especially when it comes to internet plays. Just my opinion.
