Again, you are misunderstadning the terms of the rights offer.
The BTIM holders already have the rights. They do not HAVE to buy them.
The market for the rights has been created by the short interest.
The BTIM holder who wants more BTIM through the oversubscription can get the results as stated in the valuation posted above, which gives BTIMR a value of apx 1/2.

The idea that in order to exercise, one must buy the rights is a total misconception being advanced by some brokers. E-Trade has already
apologized to one sharesholder for that mistake, blaming it on "untrained" staff.
