Choices are always limited by actual conditions, including one's upbringing, life experiences, education, and so on. Think of it this way: you are on a journey, and can choose when you come to forks in the road, but the terrain is pregiven, and the roads are there to come upon. Society is changed by the sum of individual choices, but much of it is pregiven for the individual as he travels through life, and makes limited choices.
