Who is responsible for low oil prices?

It's funny this should come up. I recently read an account that attributed the decline in oil to a diabolical plot by Saudi Arabia to reign in OPEC and punish drilling efforts in non-OPEC countries. As soon as we are all addicted to sub $1.00 gas again and driving around in our brand new Ford Excursions, (which I will have to park on the street since it is too big for my garage) then the supply will be clamped down on again and OPEC will be sitting in butter.
