I too find this notion less than credible (otherwise known as "incredible"). No government has this sort of power. It always amuses and amazes me that people on the one hand attribute the most diabolical powers to governments, and then, in a different context when it suits their purpose, say that they are the most inefficient organizations on the planet and can't be trusted to do anything right.
