Pinching Pennies Overseas:
Cheaply Run International Funds

by Bill Rocco
International exposure is essential to a well-diversified portfolio. And with
the U.S. market looking awfully pricey and most foreign markets outside
of Europe looking rather cheap, it's probably not a bad time for investors
who don't have--or don't have enough--international exposure to consider
adding some.

International funds tend not to come cheap, though. Whereas the expense
ratio of the typical diversified U.S. equity offering is 1.41%, the average
expense ratios for the various international-stock categories range from
1.79% to 2.23%, with the foreign-stock group enjoying the lowest ratio
and the diversified Pacific/Asia group sporting the highest. Of course, there
are some good reasons for the high costs of international funds--such as
the fact that it takes more resources to research stocks from all over the
world--but that doesn't lessen their negative impact on investors'
pocketbooks.

Fortunately, there are notable exceptions to the high-cost rule of
international funds, and we identify several of them below. The following
funds charge no sales fees and have expense ratios below that of the
average diversified domestic-equity offering. They also have category
ratings of 4 or higher, and the managers responsible for those records
remain in place. Finally, these funds are accessible to retail investors; they
all have investment minimums of $3000 or less.
