Men have different ideas of what "costing them something" would mean. Non philanderers may think pangs of conscience, for example are too great a cost, or perhaps the chance of picking up an std, or having their wife find out and file for divorce or do the same thing herself. Philanderers may be greater risk takers or something.

I suppose it's theoretically possible that a specific man would never lust in his heart; but I'm a little suspicious about it. A man who lusts in his heart from time to time is a man who, if it would not cost him anything, even a pang of conscience, would, almost by definition, act on that lust.
