Looks like this Avatar story was a hoax:

Online ran information that was untrue. The story,
regarding a fictitious system called 'Avatar', was
partly based on a hoax email. The story ran for
several hours before being pulled. I, and the rest of
the team at FGN Online, would like to apologize to
all our readers for this error. It was an inexcusable
lapse in judgment.

Some explanation is in order. On the basis of the
patently suspicious email, our editors contacted
sources close to Sega. They confirmed the broad
sweep of the email - that NEC is working on a
second generation Dreamcast technology designed
to best PlayStation 2 - leading us to run the story.
Unfortunately, it appears the hoax's relation to the
reality of NEC's plans is coincidental. Detail above
and beyond that is unknown to us.

FGN works incredibly hard to give you truthful and
accurate information. Our news coverage has lead
to extraordinary growth. Our readership has
doubled in the last two months. The bottom line here
though, is that on this occasion we screwed up. It
