It is true that the installation of any phone line can be delayed. However, I have never experienced a delay with the telco. If any delay it will be with the network equipment I.E. IP, router, DSU CSU. On the other hand I would not get scarred now. What the hell, if DMEC does have problems they will be resolved. Keep the faith.
