Johnd, I think the political influence is starting on these government lawyers. Clinton and company don't want to take any chances in screwing up the gains in efficiency from MSFT's "standardization programme". They may be applying some heat on Janet Reno (or Reno applying heat on Joel Klein). Then there is probably some disagreement among some state lawyers (both extremes).
What do you get? A settlement.
Unless of course, MSFT is asked for too much in a settlement.
I think all parties want it over with.

If they reach a settlement, this stock is over 200 pre-split in my opinion. Then those out of the money March options could make some people a lot money. Personally, 160s is as high as I will go. My Aprils are further out of the money (some are).
