Company Press Release
Pepco Offers Customers Electronic Billing and Payment Plan From International Billing Services
EL DORADO HILLS, Calif.--(BUSINESS WIRE)--March 8, 1999-- International Billing Services now makes it possible for customers of Potomac Electric Power Company (Pepco) (NYSE: POM - news), an investor-owned utility serving 1.9 million people in Washington, D.C. and the Maryland suburbs, to view and pay their statements via the Internet.

Pepco has awarded a multi-year contract to IBS under which the statement processing provider will make all Pepco customer statements available electronically. By accessing the utility company's Web site at www.pepco.com, Pepco's residential and commercial customers will be able to view their statements. Customers can then make payments electronically using technology provided by CyberCash, Inc.

''We are happy to provide our customers with another alternative in the billing process,'' said Kristi Bleakley, Pepco's manager of Customer Services Development. ''Now customers can conveniently view their statements online and pay their bills electronically.''

Pepco awarded the contract to IBS based on the company's 30 years of experience in statement processing and the scope of its electronic billing solution. IBS has applied its statement design, data management, quality and technology expertise to allow billers such as Pepco to efficiently and cost-effectively offer consumers true choice in statement delivery channels. These solutions include electronic statements that can be viewed and paid online via the biller's Web site, through electronic bill consolidators such as TransPoint, CheckFree, and Intuit, and through invited pull technology, all in addition to the traditional paper format.

''IBS is committed to making electronic billing easy for our customers,'' said Randy Lintecum, president of IBS. ''This agreement is particularly significant because it demonstrates IBS's successful entrance into the utilities marketplace, where our world-class statement processing technologies meet a vital need - competitive differentiation.''

CyberCash (Nasdaq: CYCH - news), a world leader in e-commerce payment technologies and services, also will provide the payment mechanism for the Pepco offering. ''Our partnership with IBS provides Pepco with the ability to accept both credit card and electronic check payments using CyberCash's innovative technology,'' said Richard Crone, vice president and general manager of CyberCash.
