That does sound like a sorry ass system...perhaps dictated by fear of liability? I much prefer your suggestion. I hope they rethink it. On a positive note I was able to sign a release so that all future packages are automatically left without a signature and a return trip. Not sure how long FDX has been including this form on the back of their door hang notices, but I like the idea.
